New export tax will be limited in scope
The new Chinese export tax adopted under pressure from the EU and the USA will not apply to goods already covered by foreign quotas. Even though textile exports to these two trading blocks have surged enormously during the past year, enterprises that already are subject to textile limitations abroad will not be subject to the new export tariffs.
